If you are not entitled to redeem a second chip then it should be refused at the point you try to claim it. Just another way to shaft players as in this instance 3,700 has been stolen from the customers. RTG though so nothing will be done
When I began dabbling and before discovering Casinomeister, I hadn't really taken the time to really understand wagering requirements/payout terms/minimum withdrawals and so forth and just started playing. So as a beginner I was fooled by a few sites including Slots of Vegas and others. Many had catchphrases as "keep all winnings" and on browsing through T&Cs, the distinction between bonus 'types' was never clear. For example, I knew a no deposit reward means just that and then the wagering would apply etc. But then other offers weren't specified in the rules with the same titles/names as used in promo emails. Like, an email for a "Free cash/chip" with taglines/links to log in and "Start winning now" would often not have an ***T&Cs apply or hyperlink of that nature so I would assume it would be fine-so long as I met the wagering, my winnings could be withdrawn. Then they drop the "cannot do two in a row" but that info is only given after the fact when really, if I am not allowed to effectively redeem it then why is it allowed to be offered in the first place! I am much more vigilant now before accepting any gifts! I feel like a lawyer sometimes scrutinising the T&Cs now 
So what happened ? I take it the OP did not receive any cash, But at the same time did the JP go back in the pot? If not than that means the casino has pocketed the cash, Fair enough it was won, let it be with bonus cash or not but for the casino it self to keep it than thats rouge, At least add it back to the pot or as it was won than give to some sort of charity,
