A white label is just a term used for a casino site which is managed independently from the main license holder.
But shares the platform, licensing etc.

There are loads of license holders, who in addition to having and managing their own sites, also allow other companies to share their license and some of their facilities. But these white label sites and managed independently.
Similar to a franchise
