Wintomato appears to be licensed by Gaming Curacao (Master License 365/JAZ) so theoretically you could email to [email protected] .

Unfortunately our long experience with these guys tells us that they'll likely either ignore you completely or respond only to tell you that everything the casino has done is fine and good. Not always the case -- we have heard of a few exceptions -- but typical. Sorry to say but them's the breaks when it comes to flacid offshore licensing.
